[2.0.23] Ctrl+clicking Inventory down-grading modules

I expect this is considered "not a bug" but I figure I should report it, since it's what I would consider unexpected behavior.
When a machine has higher quality modules of lower tier (say blue T1 speed, 32% speed increase), and you ctrl+click your inventory to fill a machine with inventory materials, the modules are also swapped if you happen to have normal T2 speed modules, which are only 30% increase.
The result is that ctrl+clicking into a building can have the side effect of downgrading modules. Users likely expect that auto-fill/upgrade is actually upgrading the modules, rather than downgrading due to the mismatched sorting.
