Potentially not a bug, but I think it's worth reporting.
Previously in 2.0.17 and earlier (maybe 2.0.18 too) you could use the destruction planner to destruct the "native" lightning attractors. This was a bit annoying when you were suddenly "unprotected", but fine. You could set up a deconstruction filter to ignore them. Now you can no longer destruct them with the deconstruction planner at all. There's no filter to enable it. Additionally super force builds won't deconstruct them either. The only way I've found to deconstruct them is by hand, which makes remote building more complicated.
I'm not sure what the ideal behaviour should be here. Maybe the default deconstruction planner doesn't touch them but there is a filter to enable it. I would say that super force build should deconstruct them. Or maybe you can only destruct them if there's no other objects selected by the deconstruction planner. Same as how you can only deconstruction tiles if you are not attempting to deconstruct anything else.
