[2.0.14] Bad percentages indicated in technology tooltips

The technologies which upgrade damage or increase productivity of existing recipes show percentage increases, but not in an intuitive manner.

Consider where no research has been done. If I hover over the cupgrade, it will say '+30% [+0% -> +30%]'. But it does not take into account that the preceding technology would already raise the speed to +20%. It would be better if 'Lab research speed 2' showed '[+30% [+20% -> +50%]', because that is what it actually does.

Furthermore, if I examine preceding technologies to what have already been researched, the same thing happens. If I have researched tier 5 research speed, I have a +190% bonus. But if I hover over 'Lab research speed 2', it says '+30% [+190% -> +210%]'.

At least, this thread has a more generic title...
It would be better if 'Lab research speed 2' showed '[+30% [+20% -> +50%]', because that is what it actually does.
Arguably, this should be +25% [+20% -> +50%],
or, because you shouldn't use percentages for changes above low % digits, ×1.25 [×1.2 -> ×1.5].
(Or maybe +25% [×1.2 -> ×1.5] if that one is too confusing ??)
