[BUG] Quality Modules Broken in Assembling Machines 3 and also Chemical Plants

I have Tier 1 Quality Modules installed in an Assembling Machine 3 that has never produced even one uncommon or higher quality item as an output. It has been running for a week a straight and dumping directly into multiple chests so that it was always running and filtering out quality items, but never once outputted a quality item at all.
Unlike the Tier 2 assembling machine, that one actually does produce quality items with the same base recipe. (keep in mind, I'm not talking about when you specifically set a quality recipe in the assembling machine, I'm talking about when its a normal recipe and I'm using the quality modules to get a chance to create an uncommon or rare item, which works in tier 2 (blue) assemblers but not tier 3 assemblers)
In this screenshot, you can see that the output belt for the assemblers making electric furnaces have a splitter filtering quality electric furnaces to chests, but never once has produced a quality furnace and it was running continuously for a week real time.
we tested this on multiple different normal recipes in the tier 3 assembler with quality 1 modules, and all of them don't work. If we want a chance to produce a quality item we have to use a tier 2 assembling machine. Also, When putting quality modules in chemical plants they never produce a quality item at all. It works If we manually set a tier 3 assembling machine to be an uncommon quality recipe then it takes uncommon quality items to produce an uncommon quality product. But we tested that If you put a quality module in the machine that has this uncommon recipe it will not produce a higher than uncommon quality product. I do not know if this is by design. Tested this in both assembling machines 2 and 3.If this is by design then why does the machine accept quality modules in that recipe?
If we add a quality module to that assembler that has the quality recipe, it never ADDS quality to the output. and does not even at least give a chance for a rare to come out of an uncommon recipe.
