[Switch] Unable to change Move and Look controls settings

I am unable to modify the Move and Lock control settings under Movement section. I am able to clear them, and get them into a "waiting" state, but moving the R or L analog sticks does nothing. This happens when I try to reset one, or both.

I would like to change Move and Look, because having the look functions on the same side as the action buttons makes it fairly difficult to place items. on the small switch controllers. (I'm playing with joycons attached to the switch).
