Because how is Valve supposed to meet all the expectations the players may or may not have accumulated about a sequel that has been rumored for more than 10 years.
Right... they can't. No matter how much time and how much money they invest, not only in developing a new engine, but also in content and story development in the end they won't be able to satisfy the players as they will have expected MORE than that due to how long it took Valve to come up with something.
Also at this point most of the people will probably have forgotten about Half Life altogether except some oldschool gamers not being able to grow up for some reason. I at least can't imagine that a 16 year old teenager really gives a damn about Half Life 3, especially when he's been 6 years old when the last installment hit the stores.
