[Meta] Deploy scripts skipped Forum-related steps

It appears that the 0.17.30 deployment skipped Forum-related steps -- notably, there's no announcement in viewforum.php?f=3 nor had the "fixed for next release" subforum been merged to "resolved issues".

My biggest suspicion is related to changes that might have been made in the wake of issues discovered during 0.17.29 deploy.
