Problem with Space Exploration

I immediately point out that I do not know English well, and uncle Google explains. Hi, I'm currently playing Krastorio 2 and Space Exploration, and I have a problem in space. The problem is that a building called Fuel refinery is available for construction, but it is not possible to examine its construction later. A colleague turned on all technologies and it is still impossible to build this building. Has anyone encountered such a problem. The point is that this building has the ability to produce rocket fuel in space and you would not need to transport fuel from Earth to space but to produce in space.
