[Mod Request] Pre-0.16.7 Fluid Wagons

Simply put, I would like to be able to use a single fluid wagon to be able to transport small quantities of multiple fluids in a single fluid wagon. Just as you could before 0.16.7 removed that functionality.

I could see this being done by either creating a new fluid wagon or by altering the normal wagon to allow this.

Bonus Idea: Allow the user to configure how the storage is split between tanks on the wagon. Such as having the left tank hold 5k, the center tank hold 8k, and the right tank hold 12k.
