A simple electric device that only sits there and consumes a precisely controlled amount of power.

Already exists. It's the "electric-energy-interface" entity and you can adjust the consumption/production runtime with the Lua API.

I did notice that one. Problem is, Lua isn't an in game control panel. And it would really benefit from unique art.

Why would you need an ingame entity where you can change the consumption/production values directly in the game (using a dialog box I assume)?
