[Twinsen] Tooltip: Power consumption

TL;DR
There are devices with continous consumption. But their tooltip description is misleading.



Here is list of types of devices and thier description in the Tooltip.

1. Type of device
Inserter
Max consumption
Min consumption (former drain)

2. Type of device
Pump
Max consumption
min consumption is not listed so user should assume the Min consumption (former drain) is zero

3. Type of device
Combinator
Max consumption
user could assume the min consumption is zero but its wrong. This type of device has consumption constant. Max = Min.

Recommendation:
Use different format for 3rd device type:
3. Type of device
Combinator
Constant consumption : 1 kW

Optional: 1kW is too much. Even simple inserter should contain several combinators to check the belt. So consumption of an discreet combinator should consider that. e.g. one combinator consumes >>> 100W.

Moved this to bug reports, since pump still has a drain, but it is not shown in tooltip (point 2) and point 3 is misleading as described.

Fixed both for Version: 0.18.0
