Any info on why it was changed at all given it's relative unimportance? If it affects editor mode i'm certainly gonna miss it. I've been in love with zoom-to-cursor ever since the good old Supreme Commander made it so popular that everyone included it in their games.

It was buggy and choppy when used with a God controller. Input actions and game state were updated and flushed in different threads, so there was a race condition between controller update and the user input (zoom).

The fix would be highly complex, and was attempted a few times.

We decided that it is not worth the pain, so disabled it for controllers (God, Ghost, Spectator).

In other modes it still is used (Map, zoom-to-world, etc.)

The amount of changes and size of the change log make it feel like a new version to me, also with the length of time that passed since the last update before that :)
