All the research is done with 1 and 2 packs. I can't make the chemical plant, because it's not there on the production grid.

If I need to upload a save file do I just use something like filebin and paste the url link here?

Please post a save file. If it is not too large it should be possible to attach it directly as a file when sending a message on the forum. For larger files please use external hosting and post a link here.
