[0.18.36] Biters can create nests through cliffs

I recently had a game in which I was using cliffs as a barrier. I had properly walled up all the tiny chokepoints that would enable to biters to escape past the cliff wall. They did anyway.
The way they did this was by nesting right next to cliffs. When a new spawner was created from this, it was created on the other side of the cliff. Hilarity and much base munching ensued forthwith.
I suspect this is unexpected behavior. Whether or not you want to fix it... well, I think people expect cliffs to be unpassable barriers and that most people would find this very surprising. Though, perhaps some justification based on tunnelling in their larval forms or something. I mean, the worms are stuck in giant holes. Still, this seems wrong.
