probably repath lag. Whenever you put down a piece of rail all the active trains repath regardless if they can use those rails or not. If your train network is large enough + you have enough trains you will always see this and it gets worse the larger the base and the more trains you have.

as requested here are some screenshots of the Update times
I tested it with a 15x15 square of other elements - only the rails make this huge FPS drops
I think it has something to do with the 2 entity high of the rails - I never had this issue until 0.18.31-32
maybe there was something changed in the centerpoint where the robots place and picup the rails?

I doubt anything will change. Most likely you have loads of trains with no-path or stuck waiting for a path somewhere and by building rails they have to check if a new path might exist. Same with removing rails: trains have to check if you just removed a rail they are going to try to path through.
Nothing around rails changed in any of the recent game versions. Most likely you just built more in your base or changed your trains around in the meantime.
