[wheybags] [0.17.63] Stuck by crafting poles early

It seems copper cables can't be crafted by hand, and one has to use the cables from chests at the correct time. Is this a bug?
I can't reproduce this.
When I carft the poles early, then as soon as I get to this stage the "Craft Small electric poles" objective is already marked as complete.
Have you got a more specific set of steps to reproduce?
