[0.17.4] FPS drops to ~33 in 0.17 even in brand new game, but get 60 consistently in 0.16.51 even on much larger bases

Even spinning up a brand new world in 0.17.4, I see FPS drops to around 33:
Here's a larger base from 0.16.51 with 60/60 no issues: Possibly related, I see UPS drop when zooming in. Here's my 0.17.4 base with one mining outpost and up to blue science (at the point where performance was dropping enough for me to post a bug report.
First zoomed in and UPS drops to around 40: Then zoomed out and UPS recovers to 60 (still with ~33 FPS) My setup
* No mods
* Intel i7-6700 @ 3.40 GHZ
* 16 GB RAM
* Playing 3840x2160
* NVIDIA GeForce GTX 1070 - latest driver 25.21.14.1917 released 2019-02-20
* Used 'GeForce Experience' to try and tune: Debug Data
* Save from my smallish 0.17.4 base (with the zoom-in related UPS effects) * Save from my hello world 0.17.4 with 33 FPS before anything is built: * Current Log: * Previous Log: Happy to provide any further debug info you might need. Loving the new features in 0.17, just wish I didn't hit this performance bug
