Hello sslik, it works correctly for me, what ever order I get (first the rail is built or first the signal is built).

I think I found one situation to make that reproduceable:
- Place a blueprint with rails (I think it must be a diagonal rail, but not sure)
- Add more ghosted signals. Not really possible. They are not set in the right orientation. Any try to place in a right orientation a signal is not possible
- The signals are then not placed belonging to the rails...

I tried it, and yes, the orientation is not automatically set in this case, but still, when placed with right orientation, it works.

I think the problem is inconsistent behavior with manually-placed signals vs. blueprinted signals. When a signal is manually placed, its orientation is automatically adjusted to connect to an adjacent track. Signals in a blueprint will be whatever orientation the blueprint is saved in, even if they're not connected to a track in the blueprint. The user is likely to expect the blueprint to auto-rotate unconnected signals as if they were placed manually

Not even that: I think the second inconsistency is auto-rotated entities vs. self-rotated. For me it was not clear, that - even if the program rotates the stuff for me - I can rotate it myself, too.

Well, it is quite logical, you can rotate it between all valid rotations available, I personally feel like this is the perfect way for it to work

Hm. We will see. I bet about a bottle of you favorite, that there will be more users running into that kind of misunderstanding. In other words: To avoid that we need a visual feedback, that there are in this case more possibilities available; then the user will surely find out, that he can rotate it himself.

Well, I played a bit more around with that: Even if I rotate the signal into the right direction (Side story: what is the right direction?, quite difficult to see, the ghost mode needs more more contrast and ... arrows, like the ALT-view) it happens to me, that the placed signal remains blinking.
Eventually this is not a bug, but an issue to the user-interface for placing ghosts.
