There's a bug on the Ghost train tracks tutorial that if you DON'T press shift to put the ghost it will tell you that you can't place real tracks, after that pressing shift or not you can't place the ghosts, says teh same message as when you want to put it whitout shifting

EDIT: Game Version is 0.15.35

You need to hold shift when you start the rail planning
