Headless dedicated server(win64), client win10 64-bit.
Desync loop on join, just launched factorio.
Server reboot finally fixed.
Happens maybe 1-2 times a day with 10-15 people online.
This time it happened to me (server owner), so I'm submitting a report.

There's a good chance this is fixed in 0.15.13 if you can update to that.
