Sometimes in the scenario Team Production - you are required to develop things that require Oil.
But Oil patches are never generated in these maps.

Can you specify which exact rounds are not possible?
For some of the import/export challanges, the products which require oil are provided to the teams
Could you provide a screenshot of the game when you are in a round that it not possible to finish
