[0.14.19] MP: Couldn't Establish Network Comm. W/ Server

Hello. Me and a friend of mine have had a problem with multiplayer in version .14. Whenever I try to join his server it gives me a error message saying: Couldn't establish network communication with server. The same happens when he tries to join my server. We were both able to join someone else's public server at the same time. We have not been able to test if someone else can join either of our servers. We have tried joining directly with our IP addresses and we have tried joining through the public browser with the same result. In the public browser our ping is displayed as: can't reach. Problem was first encountered 0.14.03 but problem persists in 0.14.19. Problem is encountered, without fail, every time we attempt to connect.
