When the game is in fullscreen, the window is always on top. Unable to open any other window (ex: answer a call on skype) except always on top ones (ex.: taskmanager).

Please provide more information (like factorio-current.log from %APPDATA%\Factorio\), I can Alt+tab on my computer just fine.
