Playing 0.17.45 and the **only** mod is Bottleneck.
- Inserters are holding items (copper plates) above empty splitters/belts with the text "waiting for space in destination".
- Deconstructing and replacing the inserter "fixes" the problem (they start outputting items again).

Save file is attached - you'll start beside a small copper train unloading station, where there are 3 inserters "stuck" holding items over empty belts.

Meant to add - copy/pasting the settings (even though there are none) using shift+right and shift+left click also "reactivates" them.

Can't it be inserter incorrectly picking dropoff target due to change in 0.17.44 and being stuck in that state even after the fix?

As far as I analyzed, it should not be a problem, but there's a small chance that's what happened.

I'm seeing the same issue in a seablock game. Random inserters will get stuck. First 3 times it was a filter inserter, and added a irrelevant item to the filter would clear the block but it would happen again later, likewise changing the drop offset (using bobs adjustable inserters) will cause it to resume operations. sometime for a while, other times permanently.
People on the seablock discord seem to have noticed it happening when a belt backs up for a while before resuming operations
In the attached save the error is presently happening at an inserter shown in the screenshot, but it also happens in the filter inserter pulling iron ore from the nearby warehouse and putting it on a belt leading to ferric chloride solution, even though it is not presenting at this time.
All of these inserters were built last night on 0.17.79, so should not be a conversion bug from 0.17.44 (factory as a whole savegame is less than 2 weeks old)
