When playing (running fine ~60 FPS) the game out of nothing the game starts running slow and the FPS drops to 30.
The whole game seems to run at 0.5 speed, gets really annoying and hardly playable.
There doesn't seem to be a trigger, its randomly gets slow, and randomly gets normal again, however it runs slow most of the time...
Anyone knows this problem or how to fix it?
(Not sure but it seems how bigger the game how more it happens in the attachment a picture of the energy grid)
Specs:
Tried in Windows 7 and Kali linux (both 64x)
Laptop with 6GB RAM
6650M AMD Readon 1GB VRAM
Intel core i7-2630Q

The next time it drops to 30 FPS try this:
Open command prompt (Start key -> type "cmd")
Type: net stop uxsms -> hit enter
Go back to the game and see what it says for FPS.

can't play at the moment but will give it a try soon, still want to point out I have the problem on Kali linux aswell, and that process doesn't exist there I believe.

This does not solve the problem for me. Stopping uxsms had no use.

Does it ever happen on small save/new game? Could you provide the savegame?
From the picture, I can see, that your Update cycle takes 20ms, so it logically cant get over 30fps (The update needs to be less then ~15 ms at most).
So something is just slowing the game too much, maybe you just built too much stuff, if you provide the save, I can take a look.
