[0.16] Save upgrade from <= 0.15 heat exchanger bug

Hello,

I loaded up some old saves in 0.15 in current 0.16 version and got a bug on Heat Exchangers where their output got changed from steam to water.

Removing and placing down the heat exchanger fixes the problem, but pipes may need to be replaced or flush if water got inserted which can be a big problem because it will lead to a blackout as steam turbine shut down on game load.
