Make Shortcut's disabled_small_icon default to disabled_icon instead of icon when not given

Generally Factorio is very good at handling 'missing' graphics sizes, but this one tripped me up yesterday.
If disabled_small_icon is not defined, but disabled_icon and icon are, then instead of scaling disabled_icon down, it instead uses icon. IMO this is unintuitive and should be changed.
