For some strange reason, the planet has no wind. Also, there are no clouds, as solar power is always the same.
Hmm, considering the subtle moving-cloud-shadows overlay that is added to the rendered view, neither of the above makes sense...

The planet has wind. The smoke from steam engines etc even changes direction and pollution spread might also be affected by it.

There are clouds (though they can be turned off in the graphics settings)

OP finds weird an engineer knowing how to make nuclear plants can't get himself to build a wind turbine.

Yeah, does seem kinda weird.
I would propose wind turbines to be a very early-game way to make quick, free, cheap, and clean power. 5 of them make 100kW (roughly the power requirement of 1 Electric Mining Drill), and it takes a couple of iron plates, iron rods, and copper wire to make. Takes roughly about 2sec to craft, and they occupy a 1x1 grid when placed, making them also space efficient.
However, they arn't perfect.
Power output fluctuates from time to time, due to changing wind speeds and direction, to a maximum of -50% normal power output in a worst-case scenario. The fluctuations occur every 30sec-2min, and the effects become more pronounced the more turbines are adjacent to each other, incentivizing the player to spread them apart.
Its a ok concept, but it needs work. If you got any more ideas, tell me.

I guess it would be another renewable energy source, along with solar panels.
Nice idea, but difficult to execute.
Also, add rivers so we can build hydroelectric dams

You guys are eventually going to add wind turbines into the vanilla base game, right? It would be a shame if the idea only lived in mods. I mean, if you can build a rocket that can
control itself for the entire launch and deployment of the payload, a
self-sustaining nuclear reactor with no need for external coolant or monitoring (hoping that reactor meltdowns will become a real thing in future updates!
), and a
laser turret that is basically the equivalent of the NIF's 500tW Driver Laser compressed to the size of about a small car, then i'm pretty sure that you should be able to build a wind turbine. Literally everything else in the game is rocket science, compared to a wind turbine.
