About the new mod settings menu

About the new mod settings menu in game.. does anyone know how that work?

Is there any mod using it already so I can see what it look like in action.

And is there a doc on it somewhere?

I thought it was going to be outside of the game, in the main menu or something.
How is a going to work with mods like RSO who need to happen during game creation?
