BUG? character request slots are not being updated

If I programmatically set character's request slots when inventory GUI is opened - request slots are not being updated (look like empty). If I reopen inv GUI - slots show my items.

That's by design because of multiplayer latency.
If setting the slots programmatically changed the GUI then as you changed the GUI in multiplayer it would a few moments later start changing the GUI around to what you probably didn't want.
