The covered sea coast ceases to be a coast.
You need to have at least 1 water tile near them to continue working.

It is deliberately allowed. In English, when you cover it with landfill it becomes a "Water well pump" instead of an "Offshore pump" to signify this.

when it's landfilled in, and

when it's not.
