While building an oil refinery, I have made a row of chemical plants that turn heavy oil into light oil, which I planned to connect to storage tanks, which store said light oil. But, when attempting to connect them, the pipe couldn't connect itself, saying that connecting two fluid systems with two different fluid is impossible, despite the fact that both systems have light oil in them.

The only two mods currently installed are Factorio Library and Factory Planner

Because you have an extra pipe connecting the gas to the light oil line:
