[0.18.38] New Game results in same seed after playing seed

This is on 0.18.38 on Windows 10:

The behavior of 'New Game' is different between starting the application from scratch and playing and quitting a game to the menu and then clicking 'New Game'.

Default Behavior:
1. Click 'Single Player'
2. Click 'Freeplay'
3. Click 'Next' and notice the seed
4. Click 'Back'
5. Click 'Next' and notice the seed is different.
(Rinse and repeat and notice you always get a different seed.)

Now, let's go one step further and start playing the game.

1. Click 'Single Player'
2. Click 'Freeplay'
3. Click 'Next' and notice the seed
4. Click 'Play'
5. Click 'Quit'
6. Click 'Single Player'
7. Click 'Freeplay'
8. Click 'Next' and notice the seed is the same
9. Click 'Back'
10. Click 'Next' and notice the seed is still the same
12. Click Back Twice to return to the main menu.
13. Click 'Single Player'
14. Click 'Freeplay'
15. Click' Next' and notice the seed is still the same

This appears to be inconsistent user interface behavior.

Looking toward the 1.0 launch, I can imagine a new player starting a game and dying. Then, they go to start a new game... and get the EXACT same seed.

Also, just for fun, try this action as well after playing a seed and quitting to the menu:

On the screen that lets you randomize the seed:
1. Click the button for 'random seed' and notice it correctly randomizes the seed.
2. Click 'Back'
3. Click 'Next' ... and notice the seed has once again reverted back to the seed from the game you quit.

It appears once you've played a seed the game remembers it and *really* wants you to play that seed no matter how many times you click 'New Game'.

I don't consider this a bug, the GUI remembers all your previous map gen choices, such as preset, any tweaked values, etc
