[0.18.30] Oil Refinery Still Showing Yellow Droplet for Light Oil

The exit shows the new greener tint, but the center icon has the old yellow droplet.

I am 99% certain you have mods, like Krastorio 2 enabled and so this is not a bug.

Exactly right. I thought I'd checked that wasn't impacting the situation as the main item panel doesn't show the refinery as altered by Krastorio2. I should have looked further as the pipe below clearly shows it's self as modified and the exit icon must pick up the icon from connected pipe rather than from machine. My humble apologies.
