[0.18.12] Construction robots only make a clunk sound once in a while

From what I can gather from a forum search, sounds of things were changed in 0.18.7. However, in my experience construction robots (from a personal roboport at least) make no sound at all, except for a "clunk" every 30 seconds or so per 50 robots or so. Was this intentional? The clunk might as well be removed then, it's appears to be very rare and it's not really obvious it's coming from the robots.

I can get my conbots to make complain-y noises if I give them too much work to do or not have space in my inventory or am running too fast for them to recharge and park. I think it's kinda cute.

Of 0.00167 according to the prototype. So they'll make the sound 1 out of every 600 opportunities. Furthermore the max_sounds_per_type is capped at 1, so that 1 in 600 chance is the same for 1 bot nearby or 1000.

I'll up the max sounds to 5, same as logistic bots
