[0.17.79] Research stuck

I'm unable to continue researching on my vanilla game. Attached are screenshots and the saved game file.

You can run /c game.player.force.reset_technology_effects() to fix it, but you will not be able to get achievements on that game.
Any Idea how it got to that state? What version did you start this map on?

I'll run that command, thank you!
No idea, it is a multiplayer server on Windows and a friend noticed it.
The game started on 0.17.79 and we've left it on that.
Thank you again for allowing my friends and I to keep playing!

Military 2 normally takes Steel - you have a bigger problem if steel technology is missing.
Edit: this is not a vanilla save. Were you told it was?

Well turns out I'm an idiot! I could have sworn that I disabled all the mods to seed the server originally, but clearly I did not.
