[0.17.79] Upgrade planner does not allow walls/gates

You cannot upgrade a wall to a gate or vice versa.

They have incompatible collision masks so they cannot be upgraded to each other

The wiki lists them as valid because data.raw.gate.gate.fast_replaceable_group == "wall".

Meaning... they can be fast replaced, but not necessarily upgraded between?
