I have a 12-beaconed furnace setup, with two inserters pulling from each Furnace to a belt (blueprint below). They pull from the same corner and one output belt sideloads into the other so that one inserter fills each lane of the final belt.
I placed this blueprint 16 times in a 4x4 configuration. For three rows, the inserters alternate as expected, putting half the output to each lane. For the fourth row, half the inserters are always idle, so only one lane of the output belt is filled. All inserters are sufficiently powered.

No rule exists that inserters need to alternate when multiple are interacting with the same entity.

Shouldn't the behavior be consistent? Each row is identical to each other.
