Neither entering nor exiting a vehicle sets a character's momentum to an appropriate value. Normally this isn't noticed since the ground absorbs the momentum as soon as you exit the vehicle. But when there's no ground... strange things happen. Also, the vehicle's motion affects this momentum, even after the vehicle has come to a full stop.
Just as oddly, disassociating from a character *does* kill their momentum. It just comes to a hard stop wherever it happens to be.
I'm not sure if the latter is a bug per se, but the earlier ones I would definitely consider to be bugs.
Here is a video I made exhibiting all three effects, showing a train on space rails in open space using the Space Exploration mod (please excuse the potato quality).

Thanks for the report however character entities do not have momentum. They only have direction and "is walking". What ever you're seeing is being done by a mod and you'd need to contact that mod author about anything you think is bugged with it.
If you want to get ahold of me I'm almost always on Discord.
