[0.17.8] Belt, rail, and fluidbox connections to enemy structures - bug or intentional?

Your own belts, rails, pipes &c will connect to compatible entities regardless of force affiliation, including entities belonging to hostile forces.

Steps to reproduce:
  1. Download the attached scenario and start playing. When you start the scenario, anything inside the large hazard-concrete square belongs to the player's force, while structures outside that square belong to a hostile force called "rival". An iron chest inside the square contains items you will need for the next steps.
  2. Extend the belt with the copper plates on it using belt segments of your own. The belts will connect and plates will flow to your section of the belt.
  3. Place a belt segment on the opposite side of the curve. It will turn from a curve into a side-load.
  4. Place your own locomotive on the rail. The game will let you, even though the rail belongs to a hostile force.
  5. Mine the gate from inside the hazard concrete square and re-build it on top of a rail segment belonging to the "rival" force. The game will let you.
  6. Drive your locomotive. Notice that your own gate (built on enemy rails) opens when your locomotive approaches it, but the enemy gate does not.
  7. Extend the rail line with rails of your own. They will connect.
  8. Connect the two storage tanks with a pipe segment. Lubricant levels in the tanks will equalize.
  9. Attach pumps to the tanks. Notice that you can pump fluids both into and out of the tanks, even though they belong to a hostile force.
