[0.17] Fullscreen pushes itself to foreground too much

With 0.17 Factorio starting pushing itself into the foreground way too much when in fullscreen in Win10.

Back in 0.16 it was a mild nuisance when Factorio prevented other windows from displaying on to of it, but could be coaxed into going to the back by tabbing out, clicking into Factorio and tabbing back out of it.

Now it also completely prevents screenshot tools from displaying an overlay to screenshot areas. I now have to manually tab back to the tool to even make the selection area appear.
There's no way to minimize it as it ignores both Win+M and Win+D.

I've tried force-opengl=true, but the behavior remains the same.

Hello, enable "Minimize of focus loss" in graphics options. That's all I can do to help with this.

That doesn't help when i want to make screenshots and cant see the screenshot tool's frame.

Beside programs shouldn't ignore system controls like Win+M even when in fullscreen.
Feels like a waste having to rely on 3rd party tools to make Factorio run borderless windowed just so it behaves.

What tool do you use? When the avalanche of bugs gets taken care of, I can see what the tool does to the window and possibly modify SDL to do the same.

There is one on Steam named Borderless Gaming. It might not be the same ofc but this one allows you to make game borderless fullscreen and it behaves nicely after that from what I recall.

Edit: On the other hand I don't seem to have problems that OP has. I can use win 10 snipping tool easily on Factorio and mark area to catch. I'm runing it in d3d mode.

I want specifically the one Optera uses, because this topic doesn't have one best answer. The game already runs in borderless fullscreen, just the way SDL achieves that doesn't behave nicely on Optera's PC.

All games I've recently played behaved like normal windowed mode in borderless fullscreen so I had no need to use a tool like that.
The last game where this was necessary was Fallout NewVegas.

I had planned on giving Borderless Gaming and WindowedBorderlessGaming a try today.

Update:
Starting Factorio windowed and using Borderless Gaming to make it borderless behaves as expected.

0.17.58 and Factorio still is not playing nice with other things trying to render on top of factorio like screenshot snipping tools.

After updating Cropper to a new codebase its option to always render on top finally makes it visible in fullscreen factorio.
No other game fought cropper for screen dominance this hard.
