[0.17.0] Translation of Scenario Obejctives

The Translation of the Scenario Objectives is missing. I guess that this is still work in progress.
But as the translations for researches and objects that are already there are not used I suspect
that there is a chance that strings might get translated different.

The reference system is not used in these cases, as many languages use different conjugations, declensions etc. depending on the usage of the word
