While in the research screen, using the mousewheel to scroll up and down inside the red boxes will move the scrollbars as expected. If you scroll outside of these areas, the world view behind the research screen will be zoomed in and out instead.

This seems to be an unintended behaviour, as I expect nothing to happen when scrolling the mouse outside of the red boxes.

It is kind of funny, but the general logic of scrolling the world if the scrolling isn't used by the gui element is intentional. It is mainly for cases where you have smaller windows opened and you want the scroll to just work regardless the mouse position.
