You can select researches wich requires Production science packs or High tech science packs before you have these science packs unlocked.
These researches should require the Advanced material processing (Production science pack) or the Advances electronics 2 (High tech science packs)

This is by design. If every research had everything it required as a prerequisite the technology graph would be a web of lines.

There should be a way to search for a tech by unlocked products so you can find them.
I had to click through about 20 techs to find these two missing ones wich unlock the science packs.

You already can. You just click the search button on the top left of the GUI and search for it

It would be nice if clicking on a required science pack would select the technology the provides this science pack.
