Looks like there is no item class/signal for Steam to be used in Combinator, so I cannot make signal alert if there is not enough Steam and working boilers to feed SteamEngines;

Steam is not separate fluid it is water with temperature greater than 100°C, thats why it doesn't have its own signal.
