[0.10.0 Minor bug] Burner Inserter doesn't refill itself

1) I put Burner Inserter next to the furnance
2) I put a lot of coal in the furnance (e.g. 20)

As a result, inserter doesn't refill itself.

However, if I grab all the coal from the furnance, then the inserter will refill itself.

I think it only refill itself while the destination building (furnace, in this case) needs material.
In that case it take the material and apply the check for itself (do I need fuel? oh, yes, so let's take it for me).

In your case, if furnace is full, inserter won't take items for furnace, so never checking if inserter itself needs fuel.

Indeed. And since an idle burner inserter doesn't use any fuel, it doesn't matter when it refuels, just that it does once it needs to.

This is not a bug at all, just an unintuitive aspect of the game.

It doesn't. Burner drills and inserters only consume fuel when working. I'm not sure how have you come to the conclusion (maybe because idle electric machines do consume power?)
