This has been verified in chemical plants and assembly machines, probably happening on all machines.

The alt-info icons (these icons) by design render on top of *everything* except the mouse and GUIs. If you don't want them to render on top of something turn them off (default alt key).

I would say the icons should be part of the actual machine, why would this not be the case?
