[0.13.9] Unexpected transport belt decompression

Transport belt can be decompressed without any reasons.

That's by design, when you make a circle like that and fill it almost completely the belts only update once per tick. The belts move the first item forward and then the rest in front of it and it cycles back around to its self and doesn't update because it already did that tick.

If you leave room on the belt (3-4 belts worth) it doesn't do what you're seeing.
