[0.13.3] Combinators have electricity forever

I have a Arithmetic Combinator that only should send a signal when it has power. It works for the first time, but after the power is switched off again, the combinator has a very small electricity left, but its enough to send the signal forever.

They don't shut off when out of power by design, they just re-send the previous signals so it doesn't completely screw circuit setups by running out of power.

The power for combinators is needed to make them process signals, not emit them.
