I cannot input cold fluoroketone and use "set recipe" to produce fluoroketone.

However other liquid, like water, can be be produced by inputing water and use "set recipe".
this may be a bug.

I checked the logic and i am considering this to be Not a bug. There are no recipe that are considered as "producing" cold fluoroketone, recipe for cooling is set to ignore all of the product from stats which means it is considered a catalyst in a loop, not a product and as such it is not setting the recipe. For the same reason if you have an assembling machine and provide a fluid signal it does not select unbarreling recipes. You can use a decider combinator to check if your signal is positive and output a different signal, a "cooling hot fluoroketone" and it will select correct recipe.
